Yayasan Saluran Internasional – International Channel Foundation (YSI-ICF) is a legally registered non-profit humanitarian foundation operating under the laws of the Republic of Indonesia. Established to strengthen emergency response systems and disaster risk reduction frameworks, the organisation works across Indonesia and the wider South-East Asian region in collaboration with local authorities, community institutions, and international partners.
YSI-ICF is a recognised member of the International Disaster Response Network (IDRN), contributing to coordinated and accountable humanitarian action within a broader international framework. Its operations are guided by the core humanitarian principles of humanity, neutrality, impartiality, and independence—principles that shape both field implementation and institutional partnerships.
The foundation was established by Mr Elmer Gelbolingo, who relocated to Aceh in 2005 and has since demonstrated sustained commitment to supporting the Acehnese people through disaster management initiatives and long-term community development efforts. His work has focused on strengthening local response capacity, facilitating cross-border cooperation, and promoting resilience in disaster-affected communities.
In addition to his role as Founder, Mr Gelbolingo serves as Strategic Coordinator for South-East Asia within the IDRN framework. His responsibilities include mobilising international medical support, facilitating regional coordination, and ensuring that humanitarian interventions are aligned with recognised global standards and operational best practice.
Complementing this humanitarian engagement, Mrs Victoria Gelbolingo has contributed to educational development in Aceh by pioneering one of the first English-speaking intercultural schools in the province. Her work has supported cross-cultural understanding and expanded educational opportunities, reflecting a broader commitment to sustainable community development.
Over the years, YSI-ICF has facilitated emergency medical deployments and coordinated humanitarian assistance in response to flooding and landslides affecting multiple districts in Aceh. Interventions have included the mobilisation of international medical professionals, distribution of staple food supplies and rice, delivery of emergency provisions, installation of solar-powered lighting systems for communities with limited electricity access, and provision of water filtration units to safeguard public health. All distribution activities have been conducted in coordination with local stakeholders to ensure transparency, accountability, and meaningful community participation.
Beyond emergency response, the organisation continues to support vulnerable populations, including displaced communities, through the provision of essential household items, temporary shelter assistance, and psychosocial support initiatives. This integrated approach recognises that effective humanitarian response must address both immediate survival needs and long-term human dignity.
Preparedness and resilience remain central to YSI-ICF’s institutional strategy. Through school-based programmes, community-level disaster preparedness training, and capacity-strengthening initiatives, the foundation contributes to enhancing local awareness and practical response capability. These efforts align with the Sendai Framework for Disaster Risk Reduction, the Core Humanitarian Standard on Quality and Accountability (CHS), and relevant Sustainable Development Goals related to health, resilience, and sustainable communities. Internal monitoring systems and community feedback mechanisms are applied to reinforce transparency and responsible resource management.
As climate-related emergencies increase in frequency and intensity across the region, YSI-ICF continues to strengthen regional coordination mechanisms and deepen cross-border humanitarian partnerships throughout South-East Asia. The organisation remains focused on improving preparedness frameworks, enhancing rapid response capacity, and supporting sustainable recovery in disaster-prone areas.
