Dugaan korupsi di BPKAD Jember menarik pemerhati anti korupsi. Mas Is panggilan akrabnya menjelaskan tindakannya melaporkan dugaan korupsi yang dilakukan oknum-oknum BPKAD Jember kemarin (Rabu, 17/04/2024).
Dia sangat menyayangkan karena kerugian negara yang ditimbulkan dinilai cukup besar.

Meskipun Perubahan APBD tidak disetujui Gubernur Jawa Timur karena terlambat disampaikan namun Tim Anggaran membijaki dengan Perbup. Perubahan Perbup ini materinya tidak sesuai aturan- aturan di atasnya, diantaranya PP 12 Tahun 2019, pasal 69 ayat (2) untuk keperluan mendesak. Tegas hanya untuk keperluan mendesak yang kriterianya sudah diatur apa saja itu keperluan mendesak sangat jelas tidak bisa diganggu gugat lagi yang bersangkutan menjelaskan.
“Tujuan anggaran gak ono mendesak e blas, iki sampeyan delok dewe, tapi ojo dipoto yo, ” ujarnya sambil menunjukkan berkas-berkas hasil investigasinya.
Disana bahkan tertera jelas siapa saja yang tanda-tangan termasuk aturan yang harus dipatuhi oleh Pemerintah Kabupaten Jember. Ditambah anggarannya berupa belanja modal yang nyata-nyata tidak ada unsur mendesaknya.

Tim Anggaran pada masa itu harus segera dipanggil khususnya Sekda selaku Ketua Tim Anggaran, Inspektur sekaligus Kabag Hukum, Kepala Bappeda dan juga Kepala BPKAD. Juga PPK nya, pejabat pengadaannya, PPTK nya dan Pengurus Barangnya harus segera diperiksa lanjutnya, terutama Ketua Tim Anggarannya pada saat itu yaitu Pak Mirfano harus segera dimintai keterangan.
Selain kasus tahun PAPBD tahun 2021, yang bersangkutan juga melaporkan dua kasus lainnya yaitu pengadaan mobil dinas Bupati yang tercium sudah dipesan sebelum anggaran didok. Infonya mobil tersebut mempunyai spesifikasi khusus yang tidak umum layaknya mobil yang dijual di showroom.
Yang menjadi miris pengadaan tersebut dilakukan dengan penunjukkan langsung, padahal pihak istana negara saja yang melayani presiden, masih melakukan lelang untuk pengadaan mobil dinas.
“Ini baru jadi Bupati sudah berani main tunjuk,” ucapnya.
Menurut informasi, mobil dinas yang lama kondisinya masih bagus dan dipakai oleh suami keponakannya dan dipasang plat hitam.
Kasus ketiga yang dilaporkan adalah belanja barang jasa pada BPKAD yang disinyalir sarat korupsi dengan modus pecah paket, fiktif dan markup harga.
Menurutnya Kepala BPKAD Bu Tita dan PPK nya sangat berani karena infonya PPK yang berinisial AH yang merupakan pria berdarah batak, diduga punya beking pejabat di mabes polri.
Narasumber berharap kasus-kasus ini tidak menguap lantaran kekuatan orang dalam di institusi Kepolisian, Dia berharap ada keseriusan pihak Polda Jatim dalam mengungkap kasus korupsi di BPKAD Jember ini dalam waktu tidak terlalu lama dan segera memeriksa semua pihak-pihak yang terkait dan terlibat tanpa terkecuali.
